Could Recent Cuts to Special Education, Title I Be Undone?

The last time Congress passed a short-term budget bill, it cut spending on special education, Title I, and small group of other education programs.

Although a new bill was passed yesterday, these programs won’t be cut again, something that had worried special education and other advocates. (President Barack Obama still has to sign the temporary spending measure, which would last until Dec. 16.)

These programs were affected because of the way they are funded, which is a little different than some other education programs.

And the bigger worry, that the 1.5 percent cut could grow much larger when applied to an entire fiscal year, may also be resolved.

The way I’m reading it, it even sounds like states might actually get back the collective $329 million they lost in the prior cut: See the very last line of the missive below. The Department of Education told states that:

“the across-the-board cut of 1.503 percent in the 2012 advance appropriations is in effect only for the period of the current continuing resolution.

Jerry Sandusky lives near school; principal taking ‘action to ensure our children are safe’

Jerry Sandusky, a former Penn State assistant football coach charged in the sexual assault of children, lives next to an elementary school.

O’Donnell said in an email response to a query about the location that police are aware of the proximity of Sandusky’s home to Lemont Elementary School. Also, he said, the principal “has taken additional administrative action to ensure our children are safe. These measures have been in place throughout the week and will remain in place moving forward.”

He didn’t specify what that action was.

“In regard to our entire district, we continue to follow our established safety protocols to ensure all students are as safe as possible,” O’Donnell said in the email.

Why is GIS Valuable?

The advent of another GIS Day provides a good opportunity to reflect upon the value of GIS. GIS is used, according to some estimates, by 1.5 million people each day, and by over 400,000 organizations. Even these estimates are a few years old. The point, though, is that to these people and organizations, GIS adds value. Otherwise, they wouldn’t use it. Why and how does GIS add value?

GIS technology adds value to everyday work because it makes that work more efficient. We can accomplish more in a given workday. This is true for those managing a city’s bus system to those managing wildlife habitats, and in thousands of other situations. It is also true in education. Back when I was an undergraduate student working in the cartography lab, it took me several days to make a dot density map for Iowa counties, inking, for example, one dot for every 1,000 hogs. I did so on a special large format plastic material using various thicknesses of Rapidograph pens and my Leroy lettering kit. Now
